The docks were once the commercial heart of Neverwinter, even though they were also rife with corruption. When the Spellplague hits, though, much of the corruption on the docks was eliminated – along with the docks themselves. Much of the land the docks were on became earthmotes, tiny floating islands, and the resulting change in tide flow and coastline wrecked what little was left.
Lord Neverember, when he came to the city a decade ago, made fixing the docks one of his highest priorities, figuring that a city that could not bring money in would never recover. For the most part, he was right. Now, goods and money once more flow into Neverwinter through the docks, though traffic is monitored closely and steep tariffs are imposed. The townsfolk even seem to be happy that some of the corruption is returning.
